Facilitators and Technical Advisors Rosemary Romero has designed and facilitated public involvement projects and assessed the potential for neutral conflict resolution services in diverse cases for over 20 years. Ms. Romero has consulted with public and private organizations on the use of alternative dispute resolution techniques and trained hundreds of persons in negotiation, mediation and public involvement skills. She has facilitated controversial issues with federal, state and local governments and worked with nonprofit organizations. As a native New Mexican, she brings a heightened awareness of cross-cultural issues in the resolution of disputes particularly in the natural resources arena. Rosemary Romero Blanca Surgeon works with the Rural Community Assistance Corporation (RCAC) in the Santa Fe providing technical assistance and training to drinking water providers in rural communities in the state. A graduate of the University of New Mexico with a Master’s degree in Water Resources Administration and a degree in Secondary Education, she has worked in the environmental field for over twelve years. Blanca has experience in the management of drinking water resources including; community education, board responsibilities, conflict resolution and regulatory compliance, and infrastructure funding for drinking water. Blanca trains community based-groups and has provided technical assistance and training to various types of organizations and at state and national conferences. Blanca was appointed for a second term by the Secretary of the Environmental Protection Agency (EPA) to the National Drinking Water Advisory Council (NDWAC), which provides advice, information and recommendations to EPA on the Safe Drinking Water Act (SDWA).
