Description

In the San Juan Basin where the Animas and San Juan Rivers converge, the San Juan County Group is comprised of several semi-connected water systems from Farmington to Aztec to Bloomfield.

Facilitators and Technical Advisors

Christine Ageton is an experienced facilitator and strategic planner with a focus in participatory community-based methods. She holds two masters degrees in Community and Regional Planning and Latin American studies from the University of New Mexico (1997-2002). Christine is currently Assistant Director of the New Mexico Rural Water Association. This position grew out of Christine's EPA funded work in community-based natural resource planning with Native American Tribes in New Mexico as well as strategic planning for drought mitigation with rural Hispanic populations in the Southwest and Mexican border region. In New Mexico, Christine has been involved in progressive planning efforts for seven years. Christine has worked on a broad range of public process planning issues including the Governor's Agenda for Health and Social Services, the ISC Water Assembly Planning Town Halls and the Office of the State Engineer's Regionalization Initiative. Christine has extensive experience working in all regions of New Mexico and with all populations; most notably with Tribal partners. Christine also has significant international work experience which includes community planning and capacity development for park management (El Pilar, Belize/Guatemala; 1997, 2004, and Cockscomb Basin Sanctuary; 2002). She has taught community based planning at the College of Santa Fe (2000) and was director of the Institute for Conservation Studies (ICONS) Belize program from 2000 to 2001. She has published her work on co-management park initiatives in Belize, and in Hispanic land use and cultural preservation planning in Northern New Mexico.

Toby Herzlich

Matthew Holmes holds a MA in Environmental and Natural Resource Economics from the University of New Mexico and a BS in Business Economics from the University of Arizona. As the Executive Director of the New Mexico Rural Water Association since 2000 Mr. Holmes represents Rural Water at the Capitol in Santa Fe and on the Hill in Washington, D.C., overseeing grant programs, managing the Association budget, interacting with the Board of Directors and the membership, helping rural communities, and managing fifteen employees. Matt represents rural and small community utilities by serving on committees related to drought, security, sourcewater protection, compliance and infrastructure.
